About NTIA Fabric Licensing 

CostQuest is contracted by the National Telecommunications and Information Administration (NTIA) to provide the Fabric data to support specific federal funding programs. This data can be accessed through the NTIA Fabric License Tiers – A, B, C, D, and E. This framework has been designed to support the objectives of the Broadband, Equity, Access, and Deployment (BEAD) program, including participation in state and other eligible entity administered challenge processes, and other Federal broadband programs through a Federal Broadband Granting Agency (FBGA).

An awardee of Federal funds from the Infrastructure, Investment, and Jobs Act (Section 60105) will need to license the data to satisfy compliance reporting requirements of these programs.  If your organization currently participates or intends to participate in Federally funded broadband programs or a state-led challenge process, the NTIA Fabric license may support these activities, in accordance with the terms of the License Agreement.

License termination means that an organization’s license has ended completely. The entity must cease use of CostQuest’s data and destroy all data in its possession (including derivatives). It must also sign and return a certificate of destruction, verifying that it did destroy all CostQuest Licensed Material.

Icon for persistence data licenses

A CostQuest Persistence License allows an organization to maintain the CostQuest data, including derivates, that they currently possess. The persistence license lasts for one year. At the end of the year the organization must destroy the data or purchase it through a commercial license.  The Persistence License does not allow for updates or refreshes, nor does not allow an organization to add additional geography to its license. This license allows organizations to use the data for internal business purposes.

CostQuest’s standard commercial license allows organizations to utilize the data (including the option for additional data) for internal business uses. Commercial licensees will receive data refreshes.

Frequently asked questions

  • The termination of a CostQuest license is a streamlined process. Your organization’s License Administrator receives a Termination Notice email from ifasupport@costquest.com.  Included with the email are instructions related to termination and destruction of the Fabric data and derivatives.
  • A Certificate of Destruction will be included in the Termination Notice email. Follow the instructions to ensure proper destruction of the Fabric data and derivatives and complete the Certificate of Destruction form with signature via SignNow.

Should you wish to maintain your Fabric data and derivatives, please reach out to our sales team at broadbandfabric@costquest.com.

Once a license has terminated, CostQuest’s Fabric data can no longer continue to be used. This includes any derivatives an organization created. Destruction of the Fabric data and derivatives is required by CostQuest per the license agreement. Should an organization wish to maintain its Fabric data/derivatives or obtain new data, it should submit a request through this form, or contact the CostQuest Team at broadbandfabric@costquest.com.

CostQuest will send each License Administrator a Termination Notice notifying you that your license has terminated.
