CostQuest to continue developing and maintaining the Broadband Serviceable Location Fabric through 2032
Cincinnati, OH – CostQuest Associates (CostQuest)®, the nation’s leading provider of broadband location intelligence and geospatial data solutions, today announced that it has been awarded a contract by the Federal Communications Commission (FCC) to continue providing the Broadband Serviceable Location Fabric (Fabric), the foundational dataset underpinning the Commission’s Broadband Data Collection (BDC) program.
CostQuest was awarded the contract on Sept. 4, 2026, following a competitive procurement process. The award reaffirms the company’s role in providing location-level data that federal, state and local policymakers rely on to improve broadband mapping and expand connectivity across the United States.

The Fabric is the nationwide dataset of Broadband Serviceable Locations (BSLs) used in the FCC’s BDC program. It serves as a critical resource for federal and state broadband initiatives, including efforts to identify unserved and underserved locations and inform infrastructure investment decisions.
CostQuest’s Fabric development process combines multi-source geospatial data, advanced address validation and rigorous quality-assurance protocols to help ensure the dataset provides a current and precise view of BSLs nationwide.

CostQuest has served as the FCC’s Fabric provider since the program’s inception under the Broadband Data Act. Under the new contract, CostQuest will continue to develop and maintain the Fabric while advancing the accuracy and reliability of its location intelligence through ongoing data innovation and validation efforts.
This work helps ensure that government agencies, broadband providers and funding recipients have access to the high-quality location data needed to support broadband deployment, funding allocation, mapping and program oversight.
