CostQuest's Broadband Fabric Data - GIS Data Built for Broadband
About the Broadband Fabric Data Suites

CostQuest’s Broadband Fabric Data Suites are detailed GIS datasets built from the core Broadband Serviceable Location Fabric data. Tied to federal programs like the FCC’s BDC and NTIA’s BEAD, these datasets provide precise, location-level data—including service availability, competition, funding status, cost to serve, NPV, demographics, and more.

The Broadband Fabric data is designed for service providers, engineers, consultants, and government teams who need accurate data to guide broadband planning, deployment, and policy decisions.

Reliable data backbone for strategic & operational decisions

Challenge & Solution

The cost of inaccurate data is measured in deployment errors & missed opportunities. Most broadband strategies fall short because they’re built on incomplete or imprecise data. Decisions that rely on census blocks or outdated maps can misidentify unserved areas, fail funding audits, or derail infrastructure deployments.

The Broadband Fabric Data Suites eliminate uncertainty. With over 115 million verified Broadband Serviceable Locations (BSLs), location-level service coverage, and full cost-to-serve modeling, CostQuest delivers data that’s defensible, geospatially precise, and ready for deployment planning, policy design, and investment and funding strategies.

Precision, reliability, and results—built into every dataset.

Location Served

Verified Location Accuracy

Eliminate uncertainty with precise, validated data—no high-level, hex, or census block-level assumptions. Complete with coordinates, addresses, land use, unit count, and FIPS codes.

Fabric Policy Compliance

Built to align with Federal Programs

The universal and CostQuest unique Location IDs align with the FCC’s Broadband Serviceable Location Fabric, which underpins the FCC’s Broadband Data Collection, National Broadband Maps, NTIA’s BEAD, and other federal broadband grant programs.

Technical Evaluation

GIS & SQL Ready

Delivered via CSV or GeoPackage, ready for GIS, SQL, and other analytical and data visualization tools. Easily analyze the data geospatially, or via the method of your choice.

Three Broadband Fabric Data Suites. One Trusted Source.

Verified location, broadband service, and infrastructure cost and economics datasets. Data is available for every U.S. state, territory, and county.

Location Data

Verified Address & Coordinate-level Location Intelligence

The Location Data Suite provides verified address and coordinate-level intelligence for over 115 million broadband serviceable structures across the United States. Each record includes FIPS codes, land use classifications, unit counts, building types, and unique location IDs. This Dataset is aligned with the FCC’s National Broadband Map and supports the Broadband Data Collection (BDC), NTIA’s BEAD, and other funding programs.

ServiceLandscape Data

Coverage, Providers, and Funding Insights

Built on the Fabric Location layer, the ServiceLandscape Data Suite offers a granular view of broadband service availability, technology type (fiber, fixed wireless, cable), and provider footprints. It includes unserved/served status classifications from FCC and NTIA standards and overlays federal funding information such as RDOF, CAF, and BEAD awards. This enables a deeper analysis of competitive landscapes and funding opportunities.

NetworkPlan Data

Network Cost Models, Financial ROI, and Deployment Risk

The NetworkPlan Suite adds advanced financial modeling and infrastructure planning insights to the stack. It estimates cost-to-serve per location for fiber, fixed wireless, and 5G. Metrics include NPV over a 20-year model, deployment complexity, adoption forecasts (take rate), and even natural hazard risk by location. This dataset enables ROI modeling, investment strategies, and funding justification at scale.

Custom data you can add on

Custom Fiber Business Case Data

The custom Fiber Business Case data provides users with comprehensive financial data that provides accurate cost estimates and revenue projections for broadband professionals to precisely understand the full market opportunity for deploying a typical Fiber to the Premises (FTTP) network buildout to a defined service area, the success-based capital needed, Net Present Value, identify where funding is most required, and the cost to maintain the network business over time.

  • This data provides users with a full Fiber Business Case for a custom geographic area.
  • Users indicate their defined service area, and we will deliver custom Business Case data for that area.
  • The full Business Case includes the cost to maintain the business over time, plus an estimate of demand and revenue, and success-based capital.
  • The custom Business Case data also provides the Net Present Value look of the potential service area. With this information, users can understand the full market opportunity for deploying a typical Fiber to the Premises (FTTP) network buildout to a defined service area and identify where funding is most required.
