Brian D.

Brian is the AVP of Custom Solutions on CostQuest's Solutions team. Brian has 30+ years of experience in the telecommunications industry, including projects for U.S. and international regulatory bodies that examine universal service, interconnection, and cost of services. He has conducted hundreds of projects in over a dozen countries as a consultant. Projects have included the development of federal tariffs, such as federal tariff cost support and engagement with the FCC regarding annual changes, the development of network cost and profitability models, financial impact modeling, business case analyses, total cost of ownership assessments, telecom cost analyses supporting regulatory filings, economic cost training, and the transformation and development of strategic plans that capture the impact of technology, finance, and regulation.

His most recent projects have been working with State Broadband Offices to deliver custom grant project area design services and a web-based BEAD Grant Award Management System that allows Broadband Offices to receive grant applications from ISPs and score, manage, and award BEAD grants to selected applicants through an anonymized system. Brian works to help ensure our State client projects make the most efficient use of federal funding to accomplish the goal of closing the digital divide in their regions.
