Data Definitions and Assumptions:
-Total Investment represents the initial capital investment to deploy networks to each residential and business location
-Business locations do not include Small Office/Home Offices
-The column "Type" indicates Urban (U), Suburban (S), and Rural (R)
-The column "CB's w/ HU" represents Census Blocks with Housing Units
-Speed Source definitions: Served is CB's served with broadband >= 25Mbps download, 3Mbps upload, Underserved is >= 10Mbps/1Mbps, Unserved is < 10Mbps/1Mbps
-Census demographic data is through Q3 2017
