State Broadband Cost Model (SBCM)

The State Broadband Cost Model (SBCM) is a good alternative for states who would like to opt-in to use the data developed for the FCC’s CAF program. This state model mirrors the FCC's adopted Connect America Cost Model and is licensed for Online access to the model with the ability to load inputs, process solution sets, generate suport model detail reports, and generate census block gorup level modeled cost and investment output. A second outputs-only access is a tabular snapshot of results based on the adopted FCC CACM/CAM inputs at the census block group (CBG) level and includes subscriber counts along with modeled cost and investment. Customizaton of the platform is available for an additional fee.

Users:  The model is licensed to individual companies, State Agencies, or groups of carriers and is licensed exclusively in state Universal Service (USF) proceedigs which have been registered with CQA.

Update frequency: Updated when modifications are made to the FCC cost models.

Format: Online application with .csv report formats.

Coverage:  State level by Census Block Groups (CBG).

Pricing: Annual licensing.

$5,000 per state for individual company.

$2,500 for State Agencies for internal use only (Restricted use, non USF proceedings).

$30,000 per state for a group of carriers or a State Agency for online access and output to be used for a state USF proceeding.
