Reverse Auctions for USF
Reverse auctions for Universal Service Funding (USF) can be, and have been, used to determine the level and distribution of USF in other countries. Reasonable parameters can be established for implementing a reverse auction to determine USF support amounts in the U.S. With appropriate safeguards, competitively-neutral reverse auctions have the potential to drive down the cost of universal service while achieving important public policy objectives. See CostQuest’s white paper submitted for reply comments on Reverse Auctions to the Federal-State Joint Board on Universal Service.

Total Cost of Ownership
Total Cost of Ownership (TCO) is a popular concept used when evaluating purchasing options. This white paper discusses the derivation of TCO, its use in decision making and alternative analytical methodologies. (Courtesy of Parsons Applied Economics)
